Bernardo served a life sentence for kidnapping, torturing, and killing Kristen French, 15, and Leslie Mahaffy, 14, near St. Catharines, Ontario, in the early 1990s.
He became eligible for parole at 56 but was refused in October 2018 following a 30-minute deliberation by the hearing officers.
According to his parole officer, Bernardo had made no progress or completed any programming since his initial hearing. As a result, the authority recommended that the prisoner be refused both day and full parole since he had no release plan.
